The Parish Council is still unable to meet due to the current restrictions but continues to deal with any issues and business that may arise.

The planning application 20/0119/PIP to build 4 houses to the rear of Osborne Terrace in Spenbrook was discussed at the virtual meeting of Barrowford and Western Parishes Committee on 10/06/20. I put forward our case for refusal on the grounds agreed at our last Parish Council meeting, mainly, overdevelopment in an Area of Outstanding Natural Beauty (AONB). The planning was initially refused but referred to the Policy and Resources Committee at PBC to ensure that refusal was clear and legal against policy. I am able to announce that on the 29/06/20 the application was refused by the Committee.

The public toilets in the centre of Newchurch have now been reopened. Extra measures and signage have been put in place to enable social distancing to be achieved. The toilets are being cleaned daily to reduce risk to users. Pendle Borough Council has kindly supplied us with a limited amount of personal protective equipment to help protect us whilst cleaning is taking place. The unisex toilet remains closed. This is to reduce the risk to public from touching door handles.

You will no doubt have noticed that work has restarted on the development at Spenbrook Mill. The work at present appears to be more concentrated and more professional in its approach. Let us hope that this continues and the development is completed as soon as possible. The Council has negotiated with Pendle Borough Council for the repair and improvement works to Sparable path. The path which runs between St Mary’s Church and the playground down to Sparable wood is to be improved by adding steps along its length. The path has proved difficult to negotiate in the recent past due to loose stones and soil. The addition of steps should be a great improvement. The works are due to begin in the near future.

There appears to be a recent increase in dog fouling, especially along the path at Sparable wood and the lower playing field areas. Please could dog owners be responsible for their dog waste and dispose of it correctly in the waste bins provided.
